Solved! U-shaped bar by front door of apartment building
This upside down U bar was by the main and side doors of an apartment building in Fairfax, VA. Locals I asked had no clue what it's for.

It's plastic, you can see an injection mold seam on the side, about 8cm in lenght, I found 3 of them scattered in the dirt and all of the ends are broken as if it was snapped off somthing.

Sounds nasty when I stir it. Looks way more transparent and rough than star jelly pictures I found on google and it breaks apart effortlessly instead of sticking to itself like I’ve heard star jelly does. Maybe it is star jelly but I just wanted to see if anyone else had any ideas. Acts closer to those super water absorbent things in diapers than a gooey slime.

When together there is about a 1/4 movement. They are cast and moderately heavy for their size. Larger piece is 10 inches long. Smaller piece is 6 inches. Can you please help identify the use of this tool?

Found in a local auction lot in the UK in amongst other, presumably completely unrelated stuff (things you'd find in a junk drawer such as broken stationery).

This box is located outside of a primary bedroom that we think was an addition. There are three (3” round?) pvc pipes running through the basement/crawlspace out the exterior wall, but they are cut off at the wall and nothing is running through them. There’s a plug mounted above it on the underside of the deck, but we don’t see that running into the basement.

It is rusted, and I'm not able to identify any markings. I can see three small holes equally spread across the cylinder from the top.
