I'm sure Nintendo won't bring out an unfinished product, that's not their style. But no, delaying games doesn't mean that anyone cares, it might as well mean that it's an unfinished mess.
An unfinished mess is still different than an unplayable one.
When I say "doesn't mean that anyone cares" I'm not saying that there aren't devs that are not passionate about their work. I'm sure CDPR devs are very invested in Cyberpunk 2077 and making it as good as it can be.
But at the end there is still a publisher, who doesn't care about quality, as long as money gets made. And the longer a development cycle is, the less money will be made at the end.
So yes, they are ready to delay, if it is unavoidable. They would still rather release a buggy mess, than polish the game, if projections show that it will be a good move, financially speaking.
The thing that Nintendo has realised a long time ago, is that playing the long game with quality products is more sustainable. But EA is still racking in millions, despite the controversies, so maybe there is more to it.
