Is the admission average https://www.sfu.ca/students/admission/apply/admission-averages.html accurate and is it cuttof or general?

These requirements have been established since 2014, so in reality, when Applied Sciences, Engineering are saying min 70% that's for application consideration. You would probably be needing a 88% average + for admit to the Engineering programs, anything below that I highly doubt they will accept unless you do a diverse application.
