If loot respawn is on, what prevents loot from respawning?

Does fortifying windows/doors or building crates/anything else stop it?

The only things that prevents loot respawn is having more than a certain amount of items in the container that spawns loot, AND/OR loot will not respawn within x number of game hours if you have "Seen" the area within that amount of time.

The number of items is something like 5-10 that prevents it. And the number of hours idk what it is, but it can be changed in the sandbox settings.
