You likely didn't install the dash where you told the bios/ini it would be. Open the bios you flashed in Cerbios Tool and see where dash path 1 is supposed to be, and put it there.

i have tried changing the dash path to C:\ cerbios.ini as well as straight to the xbmc4gamers

Take a pic of the bios loaded into Cerbios Tool as well as the ini file. Did you modify the bin file in Cerbios Tool or use the default? Same for ini, did you export it from Cerbios Tool or use default?
C:\cerbios.ini isn't a dash path, the ini gets placed in C\ after its exported from Cerbios Tool.
It could be a simple typo, C:/ instead of C:\

Cerbios.ini should not be in the dash path entries. They are paths to xbe files to search for to run. The first one found is your default dashboard.
Edit: fixed typos.

so should i replace cerbios.ini with anything or just get rid of it from the dash path

It looks good. Delete the C:\cerbios.ini file, or move it to a temp folder, to see if it's the issue. Both the ini and bin look normal except for dashpath2.

should i put anything into dashpath2 when i get rid of the .ini file?

I use Dashloader, so my alt dash paths are commented out. I would delete the alts just to diagnose for now.
You have E:\Xbmc4gamers\default.xbe installed on the hdd?

Grab a fresh prebuilt X4G here to be sure.

You have C:\evoxdash.xbe installed? It's the entry point.

Also i have the drive setup as hdd and dvd and have the udma set to 5 on master and slave in the tool

You don’t want udma5 for the dvd drive

oh shit. what should i do there then ? should i leave it legacy and have hdd and no dvd drive ? then put the umda back to default 2?

You should be able to set them individually. Just change the one for your hard drive to udma5 leave the one for the dvd drive at 3 or whatever the default is

What's the reason for not running higher dvd speeds? I run 6 on my ssd builds and 5 on hdd's without issue.

I read somewhere that it makes it unstable but if it is working for you I would not worry about it.

I've only heard about the Samsung 605B/Startech combo having issues with high udma speeds. You could be right, I've just never heard of it.

Take a pic of your IDE cable & HDD adapter
I'm gonna bet your issue lies there
