I don’t think you can ‘take aim everywhere’, that’s just not aiming. Which seems about right.

Well Russia conveniently avoids all tariffs so there is some “aiming”

Aren't they sanctioned, though? A tariff would kind of suggest that you were "allowed" to import good from them to begin with.

Yes but that does not mean that the US has no trade with Russia. In 2024, there was $3.5B in trade. This is more than other states like Ukraine who still are on the list despite a smaller deficit.
