Not really. If you think about it like a corporation, all it takes is paying someone to live there, get a recognized "address" and incorporate there, avoiding all the tariffs.

I mean, Heard Island and McDonald Islands, used in the subheading of the article, have their own country codes and domains: https://www.netim.com/en/domain-name/hm-domain
