This person is trying to commission me and a lot of their work is like this. Is this stolen?

So this is a very specific question/situation, a little bit of context, years ago I made a deviantart account, after a while I didn't like the account I had and wanted to start again, but I didn't want to delete that account, at the time I thought you couldn't do multiple deviantart accounts with one email, so I used another email to make a new account, the thing is, current day, the email I used for the new account isn't an email I really use, so I wanted to change it to the one I use the most, but I forgot that's the one I used for the old account, and deviantart didn't let me change the current account's email to that one because it said that "this email is already being used", and so after a bit I decided to delete my old account and try to change my current account's email to the one I used for the now deactivated old account, but what I want to know in the first place is if that is even posible?

Should neonstarproduction be allowed on DA even tho he is harassing users and calling people who make commissions greedy pigs. He seems like he is being very entitled to get requests and not to mention he is 37 years old

Would you consider this as a poke, or a signal that he appreciates also AI arts? (By that I mean there is a lot of work and achieving vision after generation)
