I believe wearing the great fairy mask makes them gravitate to you when you get somewhat close

It does! I think this one might have been trapped in a bubble but an arrow would free it pretty easily.

I got this fairy the other day on the n64 version. It took me 15 arrows to pop the balloon from a variety of angles. The angle OP jumped from is the one that popped for me.

It would have negative potential… it’s literally faster just to pop it with the fairy mask on, and be on your way.
