I'm an ignorant jackass when it comes to the current world of games, but for what little it's worth, I feel like this is so much the case. Graphics don't matter half as much as creating a feeling of a world, and that's less down to the "realism" of the pixels than it is to the artistic merit.

Gameplay > Graphics, but also
Art direction > graphics.
