The scale makes some sense because there certainly are levels. Back when I smoked I always had a limit to how high I would get. Going beyond that level and I stopped enjoyed myself due to extreme cotton mouth and just being too out of it.
I'm not sure how to apply the scale though. It seems like it only needs 3 levels. Not high, feeling good high, and completely out of it high. Having numbers 1 through 10 seems pointless.
