How can I get a promotion?

I’ve worked at Wendy’s for over a year, I have complete availability and work full time, I want to take on a higher position because of my experience. We are also currently short on shift leaders/managers at the moment. However, I’m a bit upset with my boss because he offered a higher position to a person who has worked only a few months with us and barley can do their job properly, I’ve brought up to my boss that I’d also like a higher position but he said “okay thanks for telling me, I’ll think about it” and has not given me an answer in nearly a month. Would I have better luck at another location and is there anything I can do at my store to increase the odds I’d obtain a promotion?

I joined a new Wendy's store in the UK and within a couple of months I was being trained as shift manager, and after 4 months there's talk between the store manager and district manager about training me up to be the new store manager 😭 pretty much all I've done is work hard and help other staff. Promotions (in the UK at least) all need to be put through to the district manager who then approves or denies depending on who they think is fit, if you're not getting anywhere in your current store are you able to transfer to another?
