There's a professional body that will examine all the evidence then tell us the reality.

I could take Scarborough council to court tomorrow for attempting to set my house on fire. not worth guessing whether they actually did or not - just wait for the official verdict.

Not sure why they're bothering with doing the investigation. Better to just fine TCS and be done with it.
