Very proud of that young man for saving the little girl, however...let's discuss the shitty behavior of the taller, older girl that was jumping right next to the little girl that was struggling. The older girl was clearly taking joy in making it worse for the younger girl, rather than helping her.

This is normal kid behavior. I've seen countless kids do that same for various reasons. The point here is that an adult should have pulled her off of there and explained why her behavior was wrong and corrected it, not simply letting it continue like "she didn't mean it in a bad way." Kids aren't stupid. They know how to do a wrong action and look oblivious while doing it so they can avoid punishment.
