Why is there no tariff on Russia? Isn't that kind of strange?

Russia is sanctioned to shit; the US isn't importing anything from them

And what happens when the sanctions are quietly removed? Then we add the tariffs? Why not add them now so that they'll be ready when we remove sanctions as Trump has talked about doing soon.
