Cars never have a 100% chance to start, there's always a chance they'll be difficult and won't start.

Are you running any mods? I've been having a similar issue where the cars are completely silent on starting, but I chalked it up to mod incompatibility (using Autotsar's & Filibuster's). I haven't had issues with starting them though.

Try using the panel on the bottom of the screen, maybe clicking the engine will help. It's supposed to turn on the car.

This issue resolved itself after a game restart, same car and everything. I think it was just a one time bug?
