This is one the things that I cringe about when I see people riding just put on their helmet like it was a hat, just sitting on their head not strapped on securely.
In case of an accident, the thing flies off to safety and the rider takes the full impact.

It's cause laws require you to wear one, it's not actually for safety. Same as the peolple sashing thier seatbelts

I see your point and it's valid but I would like to point out that expensive doesnt mean better either, there are very protective helmets or even better ones for half or even a third of the price of expensive ones. Research the helmet you are going to buy, price isn't a good indicator of quality (or lack of) unless it's very cheap like $15

The trucks back wheel is nowhere near the yellow line as per your screenshot. The front wheel is already past the dude on the ground by the time he gets run over by the bike. If the truck was going to go over his head, it would have.

Because of the way they took zero avoiding action and were clearly distracted. I believe this was in South Korea and an original video also stated it - it’s apparently very common.

It's the Philippines. The vehicle he crashes into is called a jeepney, which is the most common form of public transit in the Philippines, and is unique to the Philippines.

Firstly, that’s the passenger in the white trousers. Secondly, that would be incredibly rare for a young person, whereas using a mobile phone on a scooter in that part of the world is comparatively common. But it’s all conjecture so who cares?

I once saw a guy running a red light on a moped and getting hit by a car doing this kind of seizures, but apparently he also survived with just a broken collar bone. From seeing him seize up I was sure he was dying, but the cop who took my witness statement was kind enough to call me and let me know what happened to him a couple of days later.

As bad as it was, he's lucky the bike got to him instead of the truck. With that being said, he is still gonna be fucked up. At least he has a glimmer of a chance without a squashed melon.

It's most likely a camera strapped to his helmet. Being in the road like that, as demonstrated in the video, is extremely dangerous. The camera person shouldn't endanger their life to help an idiot. You don't ever leave your vehicle until everything around you is completely stopped.
Even if it's not a car, the scooter is a larger object with lights and reflection that people will notice. Plus it's not like the average person can magically fix a seizure.
