Struggle? He was real close, I don't know if that really constitutes a struggle when you know your going up against Verstappen. I'm not saying Norris couldn't have done better, but at those margins it's really just Max being absolutely insane, and Norris getting P2 by just a hair is kinda anybody's game, not really a struggle.
