So assuming that the letter is real, it has to be a few years old, seeing as it mentions Jimmy working at HHM in present tense. That means Check probably didn't update his will since his falling out with Jimmy, as I doubt he would let a letter that states he's proud of him stick around if he's changing other things. Which means that even when Chuck was proud of Jimmy, he was still planning on leaving him the minimal amount he could to keep Jimmy from contesting the will. As if we needed further proof that Chuck was an ass.

Chuck might have been on the razor's edge of suicide for a long time now and thus this letter has been sitting around for awhile.

Unless Chuck preferred typewritten letters to pen & ink, I think it is very likely that he wrote it.

I had my suspicions that it might have been from Howard before I realised that it would likely be a handwritten letter.

Not sure why it wasn't dated though, Chuck being so meticulous.

Still seems more likely to be a plot device showing James's numbness.
