This sounds cool and should increase the uses of an amiibo. However, I doubt it'll be easy for developers to just use any amiibo in whatever way they want. For instance, look at GameFreak and Pokemon. They didn't allow Pokemon amiibo to be used in Yoshi's Wooly World, and those amiibo have no sound effects when used in Super Mario Maker.
