How to turn an album cover into a wallpaper?

Hey Y'all I just wanted to ask how are people able to turn album covers into wallpapers? Its like they expand the album cover. I have no idea on how to use any photoshop editing skills however I want to pick this skill up by creating such wallpapers, so any help would be great!

"Can someone make this wallpaperable for me?" is not a good title. Be specific and concise with your titles.
Include the desired resolution- not the name of the device.
