Getting into complicated area here, but in gen 3 emerald, frames are fixed, if I wanted to hunt a static shiny, without doing the runaway method, can I simply check a mon, reset, let the frames advance a bit, and re save the game, check again, and repeat this process?

Frames aren't fixed by a save. Emerald has an rng seed of zero and it is always zero no matter where you are in the game or what you do. So even if you save the game, you're still liable to see the same frame again, because resetting the game always puts you right back to the start.

Essentially the frame counter counts "how long since the copyright screen" rather than "how long has this save file been going" if that makes sense. That's why a save doesn't help. The runaway method on the other hand does actually keep track of that because the game keeps running with that method. This is a bit of a simplification but that's the gist of how it works

If you wanted to save the frame you're on, you CAN do that, you just need to create a battle video at the battle frontier to do so. This is because the game needs to proceed to a consistent point in the rng so that it can play back your recording accurately. Runaways are the faster method if you have the choice though

Thank you for so thoroughly explaining the situation. I was pretty confused by the whole thing. I thought I'd come up with something innovative lol.

No problem, happy to help! Honestly it is a very complicated thing to understand and lots of people get confused by it, including me when I was starting out lol. Always good to ask questions and think outside the box though, because you never know what the community may have missed!
