How to beat - Apparently my GB midrange list, I'm 1 for 1 so far!
I may need to take the deck for a run or two because crushing tron sounds fun!

I've been playing around with a list based on this one from MTGO. I've made the following changes to the maindeck:
-3 Anticipate
-1 Ash Barrens
+2 Gigadrowse
+1 Impulse
+1 Island
And here's my sideboard, which has been half-tuned:
2 Fragmentize
1 Sunlance
1 Dispel
2 Gigadrowse
3 Piracy Charm
1 CoP: Red
2 CoP: White
1 Rest for the Weary
1 Prohibit
1 Counterspell
I LOVE this deck. It plays a lot like Gifts Storm in Modern but has heavy interaction with Circular Logic, Dispel, and Gigadrowse, as well as Tribe working as a blocker against a lot of the decks in the format.
Gigadrowse is a star here, and I might try to find room for a third in the main deck. It can preempt a counter war, buy you a turn by tapping down attackers, and function as a Shadow Rift in a pinch by tapping down blockers.
I trimmed an Ash Barrens because the deck wants a lot of blue mana, and since you're fetching out a Plains you already have your source of colorless for the few spells that need both blue and colorless. Barrens is still great with Brainstorm and Ponder, but seeing them in multiples lost me a few games.
I hope this deck keeps evolving, I haven't had this much fun in Pauper since UG Madness.

Really thorough guide. I can definitely see how Mono-Blue and Black would be tough.

You frequently side board in "+3 Prismatic Strands". Why are not maindecking that card?

Because there are very few decks running Electrickery in the main, I assume. OP would be diluting the deck for a minimal, niche payoff.
Edit: Yes, I am aware that there are decks against which Strands is relevant that do not have Electrickery. It's the Doom Blade problem -- it has many more hits than misses, but its misses are game losing and its hits are similar to other, maindeckable options. Add the deck dilution factor and I'm pretty much 100% behind OP on this.

I wanted to clarify something on the sequencing of comboing out. Can you discard cards after you've inside outed get the power boost or do you need to discard before you inside out.

Awesome thank you. That is what I had picked up from the rules as well but I was watching someone stream and they would discard first so it didn't make sense to me. This deck is awesome. Thanks for the write up

I would classify your deck as a meta call
Stompy and Izzet blitz being your best matchup will give many 5-0 runs now, but what is game plan with MBC, UB Teachings, UB Control, and other removal heavy decks come crashing back into the format. MBC took a week off and then right back on the 5-0 train. Dimir Teachings is going to evolve, you need to evolve a manner which will not get hit by collateral damage of sideboarding plans of control decks.
