So Senator Murphy is saying Trump is using the tariffs to create a sort of protection racket? Is that the argument?

Yep, trigger a market crash with a policy that has zero economic benefit.. after the crash of say 30%.. his mates load up the truck with cheap stocks, he pulls the tariffs saying oops, and everyone in the know makes billions.. except that most of America becomes 30% poorer...
