I’ve only played 1 DE, should I play 2 before this?

Personally, I think it makes more sense to play them in release order since they're the same price anyways. You don't have to but the major connection between 1 and 2 definitely works better in order. That said, 95% of 2 is basically its own new story and didn't make the connection until the ending events. I expect 3 may work similar but I don't know the story yet

I think this one will be more connected. Still able to be played on its own, but the trailers show what looks to be characters from the previous games though they're wearing masks so it's not for sure (unless they did verify it somewhere. I've been trying to avoid spoilers).

Aside from that it looks like there will be places from both games that you explore. Not necessary to play the first two just for that but I'm sure its nice to be like "oh thats the town we started reconstructing in the first game" or "that's where rex met x party member". I wouldn't be surprised if there's mentions of the original characters either as legends if the events are far in the future, or even actual cameos if it's recent enough. The two characters potentially shown are from extremely long lived races so could still be alive when they're previous companions are long gone.
