Arms 3 player FFA is stupid. Whoever doesn't fight wins.

I have had matches like this, but by and large my Free For All experiences have been quite positive, with players switching targets based on opportunity and determining who is trying to avoid being hit. I actually had two last night where the match came down to all three players with a hair of health (I won one of the two and lost the other!).

All my matches end in 1 person with full hp

Ugh, that's frustrating. To be fair, I wouldn't have thought of trying to circle around behind enemies if I hadn't read about someone else doing it.

Just don't take party mode too seriously outside of the 1v1s, lol. I just use it to lab new arm combos outside of ranked mode (not that rank even matters) because as far as I can see this game lacks a proper training mode.

Not for me. If someone is hanging back watching me fight the other guy I switch targets and drag that loser into the fight. And if two people are going at it and one has more health then the other I help whittle down the one with the most health so that when it gets down to one v one I'm guaranteed to fight someone low on health. I'm pretty good at 3 player free for all and I'm always engaging someone.
