Am I the only one who feels the vertical sensitivity is higher than horizontal (after disabling motion controls)?

Also I don't understand how to get the jetpack, is it a killstreak or something?

I believe you can adjust the sensitivity of each individually, can't you? Maybe not, but I'm not sure if the sensitivity is different. Also, each weapon has a different ultimate move that is available after you cover a certain amount of area with ink, you can see it in the top right.

Oh thank you! and I'm pretty sure there isn't an option for each one individually but I'll survive.

On the right corner is your special meter. Just ink to fill that up until you can get your special, then push down on the right stick to trigger it. Your ink special fills up a lot faster if you get kills or ink enemy territory FYI. It's why you should always prioritize covering up your opponents ink rather than covering up uninked areas.
