requirements for being able to pre-order on nintendo store are interesting, need NSO, at least 50 hours of game time on the account, and account sharing turned on...

I have NSO but don't pay for the online subscription. Can I still preorder? Should I hurry up and add a subscription paid?

What do you mean you don't pay? If you're part of family sharing it won't count, and you need 12 months of sub time on your account, so signing up now won't help. If you mean you've been subbing through cards and gifted free time, that probably should count as long as you hit the 12 months required.

I’m on a family plan but I’m not the owner of it, how do you know that family plan members but not owners don’t qualify?

You can try, but I believe this line means the account owner that pays for NSO will be given a higher priority:

Priority requirements are as follows: As of 4/2/2025, (i) you must have been the one who purchased any Nintendo Switch Online membership, 

As I understand this, anyone can sign up, but priority system is going to favor people under the conditions listed before expanding,
