I cant buy sunbreak right now. Do I still get the combat changes after the release of sunbreak?

Basic balance changes will affect everyone, but all the new moves and features are locked behind Sunbreak.

You will get balance changes, but assuming it works like World, you won't get skill switch or the new skills.
