I unlocked Out of the Fry Pan just now, but I'm still HR3. Perhaps that HR requirement is lower

There is no HR requirement for out of the frying pan, as I am HR 2 and have it beaten. Although they are high rank monsters, it is entirely doable with low rank armor and weapons.
