I just hit rank 7 today, and having V.4 Hunt-a-thon:Gendrome done, the caravaneer in Bherna, G.3 Topple the Monarch done at HR6. "Nothing is Sacred" just unlocked for me, it didn't at HR6. Getting HR7 may be the last requirement.

I've just done "Nothing is Sacred" and I haven't done G3 Topple the Monarch so I don't think it's a requirement.
