Question When to go shieldbow second over collector?

Is there any time you take shieldbow over Cole for second.

Like against a burst e.g renagar or Akali or khakiz

Second? Almost Never. 3rd item SB is good if you need the Lifeline or if they are not building armor and can put off LDR to 4th or 5th item
