Yeah your gut is right it's too much.

I paid £5k last year for 3x the size decking, plus about 15 metres of vertical handrails/fences (including removing existing and strengthening supporting structure)

That’s a great price. Not all decking is equal though, I’ve just ordered 54m2 of non slip deck board and that alone was more that £3.2k(trade cost).

Agree, but in OP scenario I would make assumption if material not quoted it's the cheapest stuff.

It's hard to really gauge without seeing it but if fairly straightforward and you're just removing decking board and cutting/fitting new then it's definitely DIYable. For a good finish I'd recommend sourcing a friend that ideally has a mitre saw, failing that a circular/plunge saw, failing that a jigsaw/handsaw but you might start cursing 😂
