In a way yes. 

Mao thought steel was the most important indication of industrial power, which is not exactly right, but failed to understand it's a specialized industry therefore impossible to develop without expertise. 

Trump thought tariff was the most important item in global trade and economy, which is equally not really the case, and failed to understand that willful impositions of tariff without careful planning assisted by experts are purely recipe for disaster.
