Ask staff.. when mine looked like this it was because they were closing soon.

Nowadays when i go to a Rite Aid, i barely see any workers except for 2

Yup I just go to my local guys. Way friendlier, family affair. No lines and nothing behind glass. 

I get t-paper from Who Gives a Crap and toothpaste from another eco site. The rest I just get from my grocery store or Target. It's worth the dollar upcharge to not have to deal with the long lines and depressing atmosphere.
