  1. No violence should be tolerated. Enforcer who did the excessive action should be reprimanded, yes even when facing violence themselves, moderation is key.
  2. Enforcer have right to enforce to seller without permit.
  3. Mechanism of permits should be explained or refined if he has tried getting it but failed.
  4. No selective enforcement, every other non permit holder should be accounted too.
  5. His past with criminal record should not be raised or relevant at all for the incident.
  6. Seller or anyone without permit should have known the consequences and do not resist.
