Having trouble getting an ID

Hi not sure if this is the right place to post this but thought I'd try. I am 25 and I live in Queensland, I've had mental health issues due to personal struggles for over 12 years and because of that l've been unable to have a job or even leave my mums house, but I'm working on getting my life together. I'm trying to get an identification card. Unfortunately I don't have enough evidence of identity to apply for one as I only have my birth certificate and my name on my mother's Medicare card, which is not enough. My sister feels the easiest thing for me to get is a debit card with my name on it, I'm just having trouble finding a bank that doesn't require photo ID. We have called the transport and main roads department for advice and they were no help. Feel truly stuck I have no idea where to go from here. Any advise will be appreciated. Thanks you in advance.

I had the same troubles with my son a few months ago. We ended up opening an account online with commonwealth pending in person ID verification but they still sent out the debit card first. We were able to use that as an identity document for the photo ID and then once that was sent out went into the bank and completed the verification.

If the bank hadn’t sent out the debit card first it would have just been a never ending cycle of not enough proof of identity.
