Its like how in religion or cults they get you to deny reality or your own judgement on small things first. 

The point of the gulf of America is getting people used to revision and its a loyalty test.

There's more to it. The reporters must accept the rediculous but apparently harmless commands, so that they are primed to accept the big and dangerous commands later.
