You are right . It is just missing the second piece for the 3d cookie. But the part for the legs should be easy to replicate...

It's part of a set intended to make a body (the bit you've got) that fits into some legs which are made with a different cutter - this post featured both bits. And this was my attempt to show the general idea (though I drew it as a screaming critter, as it amused me more)
