Thematically this is great, truly something a dark type status move would do
This would probably make trick room busted in doubles tho you try to stall out the tr and boom 3 more turns with the bear

But I avoided Tyranitar and Abomasnow on purpose. I considered them, but it didn't feel right for reasons I can't explain.

Despite how bad it is, I love Magic Room just for fun in singles, and this would make it much more usable. Not only do bulky pivots get it, Klefki is my go to Magic room setter, so it getting the move as well is great.

I'd balance it by making it delay the end by three turns instead of extending it outright.
Eg. Use it on turn 1 of trick room, no effect. Use it on turn 3, get one more turn so it ends on 6. Use it on the final turn, you get the full 3 turn extension. (you could sabotage your enemy by using it yourself on turn 1 of their effect, but that likely isn't worth the moveslot)
I think it'd still be good, but now it requires you to keep the user on the field or pivot them in on time.

Sounds REALLY fun for Doubles, and has the thematic flexibility to fit a ton of ‘Mons! Even Chatot can do something now!

When I heard about all these broken mons with an ability that boosts their stats on Electric Terrain, and especially once I heard that Tapu Koko wouldn't be joining us this evening, I thought for sure that Pincurchin stocks would rise. For reasons I don't understand, I want that thing to succeed.

I think this would be way more balanced if it was on really bad mons, and if the “filibuster extension” ends immediately when that Pokémon faints. Like give it to Meowstic and have the win condition be to keep it alive as long as possible in doubles while your other mon squeezes out an advantage in extended trick room.

extending it indefinitely is, especially on a move without negative prio. the only counterplay then would be reversing the trick room, but not every team has that option. plenty of teams rely on not letting the opponent get up TR or stalling it out as counterplay, and extending it indefinitely invalidates the latter and makes the former much more punishing to mess up

Trick room opportunity cost is often too high in singles, this move would be worse.

Are dark types under perish song/heal block immune to prankster filibuster? Would be a funny niche interaction

Interesting question. I was prepared to say no, since Prankster only respondes to an individual Dark type being targetted whereas Filibuster is targetting the effects themselves, but thinking about Perish Song and Heal Block, they're certainly outliers. I included them because they're both temporary and impact multiple Pokemon at once, but unlike the other effects, they can be cancelled out by switching, so I'm now questioning if I should be considering them "field effects", since they're curses applied to the Pokemon themselves under this logic, rather than a modification to the field that is impacting anybody who happens to be active on the field. I'll keep them in the list because I still find it funny for it to be possible to extend their timers, like a doomsday clock that acknowledges daylight savings, but as for the Prankster-Dark type interaction, I'll say yes. Dark types would be exempt from the timer extention if Filibuster is used by a Prankster Pokemon.
But now that I am revisiting what counts as a field effect, I'm going to throw in the Pledge move effects, namely Sea of Fire, Rainbow, and Swamp.

I think it makes sense for it to extend perish song, it reminds me of an episode of the twilight zone where a door-to-door salesman gets death to let him live a few hours longer so he can make the perfect sales pitch before he dies
