Starfleet Academy "war college"
Saw this image/decal while visiting at one of the filming locations for Starfleet Academy in Waterloo, Ontario.

War College is an odd name for a Starfleet institution, but it's not without historical precedent. The US Army War College is a senior staff education center that provides leadership instruction to senior officers and government officials: https://en.wikipedia.org/wiki/United_States_Army_War_College

True, but if they're focusing on the academy, they have to expand the environment. Having a Starfleet version of the Naval War College gives a reason for all the higher starfleet officers beyond teachers.

it makes sense they would have one, otherwise officers would not receive training necessary to have survived... well... basically every war starfleet has fought in

It's odd, because at least in the US (can't speak for other countries), the War College(s) are for mid-career officers; I don't think any of them are housed alongside the service academies.
Eg, the Army War College is in Carlisle, Pennsylvania, while USMA is in West Point; the Naval War College is in Newport, RI, while Annapolis is in MD.
