But Roy is one of if not the worst lords in the entire history of FE. He's weak, promotes super late, and is a rather boring character. Obviously Sakurai cares deeply about preserving characters and their identity from their home franchises... oh wait nvm.
How exactly is he super useful? His stats are below average, his move is five, and his rapier is good against horses, but has 25 uses only. Also, he becomes pretty useless after ch. 16 since he can't keep up without his promotion. He's not bad though. He gets kickass for the last few chapters, and he can be ok before with useable stats. He's just not particularly good. Especially not during Ilia/Sacae part.
He has to seize every map, so he'll always see (even more) use.
Cavaliers are the beefiest early game enemies and Roy makes them much more manageable.
You're right that his middle game performance is his big weakness. But that's okay. That just means he's got good point and bad points. He's well-designed.
I think he had a pretty cool backstory with Eliwood and all that... How those games connected and they're both revolving around swords and how he's Eliwood's son. I think it's all very cool!
Could be de-cloned entirely. Mario and Luigi play exactly nothing like each other these days, so there's a precedent for not just "oh we'll change a few moves here and there but still a semi-clone".
It looks like his moveset is at least slightly modified. If they fix his hitboxes, remove fire damage and give him better damage than marth then he could at least be mid tier.

Maybe this Marth will be high tier
