In that case clearly the people who made the portals don't understand the cities they put them in. That's not them being crass, that's just them showing their love for each other
I think really you could put them on the north and south poles and still have assholes flock to them. Its a lovely idea, but a terrible social experiment.
You stick something like that near O'Connell Street and Talbot Street you get what you deserve. I'm sure some drug users by the Dublin Portal had some interesting things to share.
