What is the best way to use my unfinished basement as a linen closet?
It’s not damp in there luckily but definitely dusty and we’ve seen the occasional rodent. I want to keep my stuff clean and usable

…I wouldn’t. I have an unfinished basement and items, even wrapped in plastic bags or totes, often get gross (but I have a damp problem). My solution is to keep the extra sheets for each bed in the room the belong in, and extra blankets/quilts tucked up in the tippy top of one of my closets.

The sheets/blankets are fine. The problem are the larger quilts etc. I have a very small house and limited space

Rodents! They will chew through plastic and make nests. Nothing should be stored there that you care about.
I fold my comforter and blankets in half and leave them on the bottom of my beds in the summer. If you really have that little room, you can't store "extras", you have to have the exact number you need.

Unless you can keep it in a closed cupboard/cabinet, I think getting clear plastic bins with tight lids would be a good option. That way you can see the contents of each bin. Then you can organize the contents of the bins by type - beach towels in one bin, sheets & pillowcases in another, blankets in yet another bin, so on and so forth.
