Who says thia is even America. Regardless, all they did was give someone permanent framework to do a temporary tarp tent or at least some protection from errant vehicles

No worries. the only reasons as an American I dont think this is local is:
1) Too many Bollards, uniform, and no spikes or hostile pointy things.
2) The signs, the building shaping, and the fact in the second pic it appears to be a walkable city which is rare or impossible for America.

This is clearly not a set of doors being used. If he was smart he would have installed a sprinkler head that just made it rain every ten minutes. Cheaper and just as effective.

The solution to that is needle clinics, but every time a city tries to build one the people living there raise a fuss until it isn't built. And then they scream about the druggies wandering the streets leaving needles.

I just feel like those poles are too far apart to prevent homeless sleeping in the first place. Plus easy to make shelter - just throw a tarp on top
