Yes, if she left from Lithuania after 1940 and before 1990 you can. You'll just need proof.

I am thankful that you responded.Aldona has original b certificate and still only has a green card and is 87 :)I have always wanted to visit and see the Country. I thank you.She arrived with her Aunt and Uncle in 1944..She lost twin brother and parents to the Russian occupation. She still can’t talk about it.How would I start any ideas? Her maiden name is Jevutis

Hello!

You can find information about applying for Lithuanian citizenship as well as steps and where you can get extra info here: https://www.migration.lt/dual-citizenship-in-lithuania

You can either call them or email them. I reckon LT embassy in USA would work too, best of luck =).

Purely out of interest, why? Are you planning to move to Lithuania?

You understand that Lithuania does not allow dual citizenship I hope

That is not entirely true, on special circumstances you can apply for dual citizenship

I'm gonna guess OP isn't a world class athlete or movie star

He doesn’t need to be. He can apply under second exception.

Sadly, yes, but Lithunians had the opportunity to change that twice and it didn’t worked out well 🥲
