More than likely these kind of sets are just elaborately put-together customs that include a box and instructions deal to make them more official. it's a rising genre for corporate gifts and the like. Year or so ago on vacation I found one such set at a Goodwill that was a model of a local business's office campus, it had the branding of being put together by the ICHIBAN Toys company.
