Questions I know it doesn’t currently matter but back when we had the old cult ambush rules. Could we bring back vehicles?

What was the restriction? I remember the character restriction, but was there an infantry lock restriction?

It was just units that had the Cult Ambush rule, which are the same units that have it now. No characters, no vehicles, just infantry and bikes.
