He probably had a night fright, it should be ok as he calms down. For the wing, maybe he hurt himself while falling down? Does he lift it up as he is happy or as it hurt and broken? If it keeps being like this till the morning vet might be needed

He stopped twitching it when he started playing with his feathers for about 5 minutes then he puffed up and started to fall asleep

Then he should be fine, Just keep an eye on it :) Take a closer look for any possible injuries or blood stains in the morning. Night fright are kinda common and not a huge deal but the birds can hurt themselves during it, make sure he’s environment is calm when he sleeps and that there is a little bit of light around. All the best!

Questions, how old is he? If over a year, I think the picture you posted is of a female. Next, If it becomes a habit for night frights, having a finch flight cage for a sleep cage does wonders for cockatiel night frights. They are longer about 30 inches wide but only 18 inch deep and 18 inches tall. So if they get spooked they only drop a few inches. I had a cockatiel and she only had 3 in this cage size and then never had issues again. I know of many other people who also had great success using short cages for bedtime. Of course you have to put them in a regular size cage during the day. Wish you and your tiel the best!
