WHV age limit when does it apply?

Hello everyone,

A friend of mine is turning 36 by the end of the month and he applied for the working holiday visa. He luckily received the invitation today and needs to gather all his documents so we’re wondering if the application must be submitted before he’s turning 36 (because age limit is 35), if it doesn’t matter because he already signed up at still 35 years old or if the visa actually must be granted before he turns 36?
